This bill reinserts a provision which eliminates the application of the gainful occupation reductions to retirement allowances of Group II Accidental Disability beneficiaries who have years of service plus years of Accidental Disability retirement that total at least 20 years and who have attained the age of 45. The bill also addresses NHRS eligibility for the director and assistant director of the Division of Homeland Security and Emergency Management in the Department of Safety.

This bill requires that the actuarial and professional cost of fiscal analysis of proposed NHRS-related legislation required under RSA 14:44 not be paid for with NHRS assets or charged as an expense of administration.

This amended bill requires NHRS-participating employers to report to the retirement system information regarding NHRS retirees employed on a part-time basis, including hours worked and all compensation paid. The bill also requires the retirement system to provide annual written notice to NHRS retirees of the statutory limitations on part-time employment with NHRS-participating employers.

This amended bill requires NHRS-participating employers to provide written notice to existing and prospective part-time employees, who are NHRS retirees, of the statutory limitations on hours for part-time employment. The bill also requires the retirement system to provide similar notice to all retirees annually.

This bill establishes a House-Senate committee to study the use of a cash balance retirement plan for new state employees. A cash balance plan is a type of defined benefit plan that includes some elements of a defined contribution plan, such as individual member accounts. |

This bill defines permanent police for purposes of NHRS to include the University System (USNH) police force, and allows current USNH police force members to purchase certain prior USNH service as Group II service. |

This bill provides that NHRS contribution rates shall be determined by assigning any future increases or decreases to the NHRS Unfunded Actuarial Accrued Liability equally between member and employer contribution rates.

This bill provides that upon retirement, a member’s accrued unused sick and vacation time shall be converted to hours and applied to the pension benefit calculation as additional creditable service.

This bill allows the director and the assistant director of the Division of Homeland Security and Emergency Management in the Department of Safety the option to rejoin the retirement system as a member and to continue Group II retirement status based on their prior service and group II membership. |
