“When Social Security was created in 1935, coverage was limited to private sector workers … This changed with the Social Security Amendments of 1950, which allowed states to enter into voluntary agreements with the federal government to provide Social Security coverage to public employees. New Hampshire initiated participation agreements for teachers and state employees in the 1950s, but never elected to participate for police and firefighters.”
